The general objective of the EU-Water Framework Directive is to achieve
or maintain the good status of all surface waters and the groundwater
within the legal deadlines.
Toward this end, a coordinated water management plan is to be elaborated
for the entire river basin district (RBD) that sets forth the main water
protection issues that need to be addressed.
After the ratification of the EU-WFD in Germany (amendment of the water
laws of Germany and the regional states) the art. 5 report provides a
first description of the entire river basin district in 2004. Main focus
of the characterization is on the impact of human activity on the status
of surface waters and groundwater. The report also contains a
compilation of protected areas connected with water which have been
designated according to EU law. Furthermore, a first economic analysis
gives information on the cost recovery of water services and the
significance of water uses in the river basin district. The art. 5
report is the first basis of the river basin management plan due in
2009.
