Naturally flood events cannot be avoided nor prevented. They occur in undefined intervals repeatedly and with various intensities. Due to climate changes, even a series of flood events should be taken into account.
Therefore, the objective of the Flood Risk Management Directive is not to prevent from floods, but rather to minimize the risk of negative consequences caused by floods. The following 4 legally protected goods are considered thereby:

The main activity objectives are:

Avoidance of new risks (prior to a flood) in a flood risk area |

Reduction of existing risks (prior to a flood) in a flood risk area |

Reduction of negative consequences during a flood and |

Reduction of negative consequences after a flood |
|
The implementation of the Flood Risk Management Directive is a community task of many participants from the fields of water management, spatial planning, local authorities, nature protection, agriculture and forestry, active defense and disaster management, insurances as well as affected residents in risk areas. |
