First report comprises a preliminary evaluation, where significant flood risks exist or can be expected in terms of human health, environment, infrastructure and property.

The second report shall comprise the danger and risk maps which shall be created for this purpose, displaying the defined flood risk areas, but also the inundation volume by various events and the consternation grade of humans and goods.

Based on the previous risk assessment, a flood risk management plan Weser shall be published by 2015, describing all necessary measures which contribute to a sufficient reduction of the flood risk.
